WILLEMSTAD – The Ministry of Traffic, Transport and Urban Planning (VVRP) has taken note of the May 13, 2026 demonstration held at the Domain Management Office, organized by Plataforma Banda Ariba. During the demonstration, applicants from different parts of Curaçao participated to express their concerns. Together, several agreements and concrete steps were reached.
Discussion With the Delegation
A delegation of five representatives from Plataforma Banda Ariba met with the Secretary General of VVRP, the Director of Domain Management, and the management team of Domain Management. During the meeting, the representatives of the platform submitted a letter along with a list.
Four concrete agreements were reached:
· A consultation every two weeks between the Secretary General and the contact person of Plataforma Banda Ariba regarding cases listed.
· Improved communication from Domain Management toward the community.
· A more direct approach by the Domain Management management team regarding petitions related to illegal occupation of land.
· A formal response to the platform’s letter no later than May 31, 2026.
Work at Domain Management
Various activities are currently taking place within Domain Management. Unfortunately, this is not always being communicated to the community. For example, in 2025, Domain Management issued 500 different decisions related to granting land.
All petitions are handled according to the applicable legal policies and procedures.
The reality is that the number of petitions currently under review exceeds the organization’s present capacity. This applies to all types of requests, including modifications to existing contracts, conversion from rental to long lease rights, and legalization of existing situations.
It was noted that petitions related to the formalization of illegal land use represent nearly 80 percent of all petitions received and, in most cases, are the most complicated, placing significant pressure on the organization’s processes.
VVRP acknowledged that, at this moment, government land petitions are not being processed as efficiently as desired and expressed understanding for the concerns within the community. The challenges are described as structural in nature.
At the same time, the ministry emphasized that Domain Management is operating under significant operational limitations.
For that reason, work is currently underway on a broader and more integrated approach aimed at creating the necessary conditions for the organization as a whole to better serve the community.
