WILLEMSTAD – Despite relatively strong overall scores in the government's integrity assessment, the Ministry of Traffic, Transport and Urban Planning (VVRP) continues to face significant gaps in employee awareness of important integrity safeguards.
According to the Integrity Baseline Scan, many employees are more familiar with operational controls and administrative procedures than with the broader integrity framework designed to protect government operations.
Researchers found that policies concerning confidential information and confidential advisors remain less visible than other integrity measures.
The report warns that this imbalance can create risks. Employees may understand administrative procedures while lacking awareness of where to seek support when confronted with ethical dilemmas or suspected misconduct.
Officials conducting the assessment stress that effective integrity systems require both strong controls and clear reporting pathways. Without both elements, integrity programs may struggle to achieve their intended objectives.
