WILLEMSTAD - Curaçao Medical Center (CMC) has appointed Vincent Offerman, MSA, CPA, CGMA, as Chief Financial & Operations Officer (CFOO) and member of the Board of Directors, effective November 1, 2026. For many within CMC, Offerman needs little introduction. He currently serves as Director Finance & Control and has been part of CMC since the hospital opened in November 2019. Prior to that, he served as Financial Controller at Sint Elisabeth Hospital (SEHOS), giving him first-hand experience of the transition from SEHOS to CMC and the development of the organization since then.
With his appointment, CMC’s Board of Directors will consist of three members: Johan de Graaf, Chief Executive Officer; Ludmilla Garmers, Chief Medical Officer; and Vincent Offerman, Chief Financial & Operations Officer. While each Board member has specific portfolio responsibilities, the three members are jointly and equally responsible for the overall management, direction and development of Curaçao Medical Center. Offerman succeeds the interim Chief Financial Officer (CFO) Lorraine Diaoen.
A Curaçao-born financial professional, Offerman combines strong local roots with international education and professional experience. He holds a Master of Science in Accounting from Loyola University Chicago and is both a Certified Public Accountant and Chartered Global Management Accountant. His career includes senior financial positions in healthcare, banking, and audit firms.
“Vincent brings a combination that is particularly valuable for CMC at this stage: strong professional expertise, deep institutional knowledge and a genuine understanding of our people and our local context,” the Supervisory Board states. “He has been closely involved in CMC’s journey from the transition onward and understands both the challenges we face and the opportunities ahead. His appointment strengthens the Board of Directors with an experienced leader who is deeply committed to the future of CMC and Curaçao.”
In his new role, Offerman’s portfolio will include Finance, IT, Facility, Capacity Management, Medical Technical Services, and Capacity Planning. As a member of the Board of Directors, however, his responsibility extends beyond these areas. Together with De Graaf and Garmers, he will carry shared responsibility for the overall performance and strategic direction of the hospital.

Offerman describes his leadership approach as one rooted in integrity, respect, teamwork, accountability and people development. Throughout his career he has led and supported teams through organizational restructuring, financial improvements, system implementations and other major change processes. “Strong finances and strong operations are essential to sustainable healthcare, but they cannot be separated from our people, our patients and the quality and continuity of care,” Offerman adds. His own leadership profile emphasizes precisely that balance between financial responsibility, continuity and quality of care, and the well-being of the colleagues who make that care possible.
