Undocumented Migrants Seen as Important Workforce in Curaçao’s Economy, HRDC Finds

WILLEMSTAD – A new study shows that many residents recognize the economic role of undocumented migrants, particularly in sectors facing labor shortages.

Participants in several Human Rights Defense (HRDC) focus groups mentioned construction, hospitality, cleaning services and domestic work as sectors where undocumented migrants play an important role.

However, respondents also expressed concerns about exploitation, unfair working conditions and the lack of social protection.

The report highlights a contradiction: undocumented migrants are viewed as economically necessary, but their legal vulnerability creates risks for both migrants and society.

HRDC concludes that a completely restrictive approach would not reflect the economic reality of Curaçao.

Instead, the organization recommends regulated forms of labor participation that create clearer rights and responsibilities.
