Uncertainty Persists Over Financial Management at Curaçaohuis, Pisas Tells Parliament

WILLEMSTAD – Uncertainty remains over the financial management of the Curaçaohuis (Curaçao representation) in The Hague, according to statements made by Prime Minister Gilmar Pisas during a parliamentary session this week.

Addressing questions from members of Curaçao Parliament, Pisas said that clear signals of potential issues within the Curaçaohuis only emerged in 2025. Among the concerns raised were payments reportedly made for services that were never delivered.

The prime minister also confirmed that key financial documents covering an extended period were missing at the time concerns surfaced. These documents were only submitted to Parliament at a later stage, adding to the uncertainty surrounding the administration of the office.

In addition to financial issues, members of Parliament raised allegations against former Minister Plenipotentiary Carlson Manuel, including claims of inappropriate behavior and privacy violations. Pisas stated that these allegations had previously been deemed unfounded, although he acknowledged that tensions exist within the organization.

In response to the situation, the government has introduced additional oversight measures and deployed staff from Curaçao to The Hague to strengthen control and monitor operations more closely.

Pisas emphasized that investigations are still ongoing and that, so far, no formal complaints involving criminal offenses have been filed with the Public Prosecution Service.

The Curaçaohuis, which represents Curaçao’s interests in the Netherlands, has come under increasing scrutiny in recent months as questions about governance, accountability, and internal management continue to surface.
