WILLEMSTAD - During the recent “Stronger Together: The Future of Gaming” event, the Curaçao Gaming Authority heard first-hand from local lottery operators about the challenges created by unauthorised domestic lottery activities - operators who offer similar products without operating within the law.
This creates both a commercial challenge and an uneven playing field. Licensed lottery operators bear the costs and responsibilities of compliance, while unauthorised operators are subject to none of those obligations. That places compliant businesses at a competitive disadvantage and undermines confidence in the regulated market as a whole.
More importantly, consumers who participate through licensed operators benefit from safeguards that simply do not exist in the unauthorised market including regulatory oversight, accountability, and mechanisms designed to promote fairness and consumer protection.
The Loterijverordening 1909 exists to support an orderly, transparent and well-regulated sector, and maintaining the integrity of that framework is in the interests of consumers, licensed operators and the wider community alike.
Reducing and eliminating illegal domestic lottery activity is not simply about protecting the industry. It is about protecting trust. The Curaçao Gaming Authority remains committed to engaging with stakeholders and supporting initiatives that strengthen the integrity of Curaçao's licensed lottery sector, promote consumer confidence and encourage a fair environment for those who choose to operate within the law.
