Staffing crisis hampers government operations, report shows

WILLEMSTAD – Curaçao’s government continues to struggle with a structural shortage of personnel, undermining key public services and financial oversight. According to the latest Financial Management and Implementation Report for the fourth quarter of 2025, dozens of essential positions across ministries and enforcement agencies remain unfilled.

The report shows that 244 planned full-time positions were not realized, largely due to lengthy recruitment procedures, integrity screenings and a lack of qualified candidates. These shortages affect areas such as tax collection, customs, policy execution and internal control.

The Ministry of Finance warns that the lack of personnel is increasingly becoming a risk to proper governance. Delays in recruitment not only slow down reform efforts but also place additional pressure on existing staff, increasing vulnerability within the public administration.
