Sidney ‘Bicho’ Justiana Named as Possible Candidate for Curaçao Minister Plenipotentiary in the Netherlands

WILLEMSTAD – The name of Sidney ‘Bicho’ Justiana is circulating as a potential new Minister Plenipotentiary of Curaçao in the Netherlands, according to multiple sources.

Justiana, who is currently in the Netherlands, declined to comment when approached for a response.

Since 2020, he has served as director of the Curaçao Student Finance Foundation. Prior to that, he was active in the labor movement, including as chairman of the teachers’ union Sitek and as a member of the umbrella organization Kamara Sindikal.

Following his union career, Justiana held various board positions and is also affiliated with the Inter-Continental University of the Caribbean (ICUC) as an associate professor in human resource management and international business.

The government of Prime Minister Gilmar Pisas is seeking a successor for the position of Minister Plenipotentiary after Carlson Manuel resigned in January. Manuel stepped down following an investigation by the General Audit Chamber of Curaçao into the Cabinet of the Minister Plenipotentiary in The Hague.

Errol Bishop has been serving as acting Minister Plenipotentiary since March. Upon taking office, he stated that restoring trust within the Curaçao House would be a priority, after a period marked by internal unrest and concerns about financial management.

The investigation by the General Audit Chamber is ongoing and focuses on the operations of the cabinet in The Hague. It remains unclear when a final appointment will be made.
