Rights Group Warns of Late Public Involvement in Construction Projects on Curaçao

WILLEMSTAD – Residents in Curaçao are often informed too late about major construction projects in their neighborhoods, according to Human Rights Defense Curaçao (HRDC), which is calling for more transparency and earlier public involvement.

The organization says that in many cases, information about development plans only becomes public after key decisions have already been made or construction has begun. This, HRDC argues, leaves residents with little opportunity to voice concerns or formally object.

HRDC director Simone de Brabander warned that this approach can undermine public trust in government and create the perception that decisions are predetermined. “When people feel they are not being heard, it weakens confidence in the process,” she indicated.

The organization stressed that residents have the right to protect their living environment and to participate in decision-making in a fair and timely manner. These rights are also anchored in the European Convention on Human Rights, which applies to Curaçao.

While acknowledging the importance of economic growth and tourism development, HRDC emphasized that such progress must go hand in hand with transparency and meaningful community engagement.

The call comes amid ongoing debates on the island about large-scale development projects and their impact on local communities, with increasing pressure for authorities to involve residents earlier in the planning process.
