RAC Launches Island-Wide Campaign to Measure Telecom Service Quality

WILLEMSTAD – The Regulatory Authority of Curaçao (RAC) has launched an intensive campaign to independently assess the quality of telecommunications services across Curaçao, aiming to ensure that consumers receive the level of service promised by providers.

The initiative, announced this week, forms part of RAC’s legal mandate to supervise and enforce Quality of Service (QoS) obligations among licensed telecom operators. Over the coming weeks, RAC inspectors will visit neighborhoods and households to conduct independent performance tests, starting in the western region of the island.

According to the regulator, the data collected during these inspections will be evaluated and compared against the performance standards that telecom providers are required to meet under their licenses. RAC will inform the public in advance about the areas where inspections will take place through newspapers and its official social media platforms.

The results of the campaign will be compiled into a comprehensive report on service quality, which will be made public. If discrepancies are identified between promised and actual service levels, RAC has indicated it will take appropriate regulatory action to enforce compliance and protect consumer rights.

RAC CEO Curt Belfor emphasized the importance of independent verification. He stated that the regulator’s responsibility goes beyond relying on data provided by operators and requires direct validation in the field. Belfor added that customers who pay for internet or phone services are entitled to receive exactly what they were promised.

Inspectors conducting the assessments will be clearly identifiable by official uniforms and identification badges during their visits. Participation in the testing is voluntary, and all collected data will remain strictly anonymous.

RAC is also encouraging consumers experiencing persistent service quality issues that remain unresolved by their provider to file formal complaints through the online form available on its website.

The campaign marks a significant step in strengthening oversight of the telecommunications sector, as authorities seek to improve service reliability and accountability for consumers across Curaçao.
