WILLEMSTAD – Questions remain about the legal basis under which a building next to the new Zakitó drawbridge was constructed before a separate building permit for the structure was issued in August 2026.
Movimentu Save Zakitó has questioned the building, describing it as a possible gatehouse and raising concerns that it could eventually be used to control public access to the area.
Project developer Adam Kiolle rejects that interpretation.
According to Kiolle, the structure is exclusively a bridge operator's building from which personnel will control the drawbridge connecting the marina area with Koredor. He said it will not be used to screen or control people visiting Koredor, the beach or other public areas.
The permit history, however, has raised separate questions.
Kiolle said a separate building permit for the structure was requested on August 5, 2025, but was not granted until August 21, 2026.
According to the developer, there had been uncertainty over whether the bridge operator's building was already sufficiently covered by permits previously issued for construction of the drawbridge. A separate application was therefore submitted.
The explanation leaves one important issue unresolved: the specific permit under which construction of the building was allowed to proceed before the separate permit was formally granted on August 21.
Save Zakitó has cited the building as part of its broader demand for greater transparency surrounding development at Zakitó.
The organization wants the government and developer to clarify not only the permits for individual structures, but also the future management of the lagoon, operation of the bridge and continued public access to Koredor and surrounding coastal areas.
