WILLEMSTAD – On April 1, 2026, the Council of Ministers received a presentation on a pilot project for a new subsidy policy and its accompanying program of requirements, developed by the Ministry of Social Development, Labor and Welfare (SOAW) as part of the broader reform package.
The presentation was delivered by acting Secretary-General Glenda Aniceta, together with external experts Peter Bex and Arthur Izeboud.

The session began with a brief evaluation and an outline of the ministry’s shared ambitions. These include ensuring a dignified position for the elderly, promoting equal opportunities in the labor market, strengthening self-reliance and social cohesion, supporting families and youth, and maintaining a robust social safety net.
Attention was also given to the steps the ministry has taken over the years to develop a more efficient subsidy system, with a particular focus on integrating this system into the ministry’s overall management framework.
In addition to the subsidy policy itself, the accompanying program of requirements was presented as a key tool to support the management and allocation of subsidies. Aniceta noted that discussions have already taken place with all organizations currently receiving subsidies from SOAW, aimed at introducing the pilot project and preparing stakeholders for the official rollout of the new system.
She was accompanied during the presentation by Peter Bex, Arthur Izeboud, Rudsel Sophia, and O’dennis Daal.
