WILLEMSTAD – The success of Curaçao’s reform efforts depends heavily on political commitment and administrative stability, according to a recent evaluation of the Kingdom’s reform cooperation.

The report highlights that progress in reform implementation varies significantly depending on the level of political priority and continuity in leadership. Frequent changes in key positions, both political and administrative, have had a direct impact on the pace and consistency of reforms.

In cases where strong leadership and clear coordination structures were in place, reforms advanced more steadily. Where these elements were lacking, progress was slower and more fragmented.

The evaluation also notes that the cooperation framework itself does not include strong enforcement mechanisms. Instead, it relies on mutual commitment, trust, and shared responsibility between Curaçao and the Netherlands.

This makes political will a decisive factor. Without sustained commitment from local leadership, even well-designed reforms risk losing momentum.
