WILLEMSTAD – One of the two parcels making up the former Sehos complex was resold to another private company just six days after bankruptcy trustee Danilo Castro Narvaez transferred the hospital property to Otrabanda Village B.V.
Notarial documents show that Otrabanda Village acquired two former Sehos parcels for a combined XCG 10 million on June 30, 2026.
On July 6, Otrabanda Village sold parcel B3498, measuring 8,174 square meters, to Kunuku Aqua Resorts Holding B.V. for XCG 4 million.
Otrabanda Village retained parcel B3497, measuring 15,244 square meters.
The second transaction effectively divided the former hospital property between two private owners. The deed even established a right of way to ensure access to the parcel that remained with Otrabanda Village.
The transaction is significant in light of Minister Charles Cooper's explanation to Parliament on Monday.
Cooper said that after the bankruptcy trustee sold the former hospital complex for XCG 10 million, the government entered negotiations with “the group” that had acquired it. According to the minister, those negotiations eventually resulted in the government purchasing the property for XCG 13 million.
Cooper said the XCG 3 million difference included expenses incurred by the initial buyer, including notarial and architectural costs.
However, the July 6 transaction means that by then there was no longer a single private owner of both original Sehos parcels.
The available deeds do not yet show a subsequent transfer of both parcels to the Country of Curaçao. Consequently, it remains unclear from which company—or companies—the government ultimately purchased the property and whether the XCG 13 million cited by Cooper covered both original parcels.
The records also provide details about how the private transactions were financed.
Otrabanda Village established a mortgage in favor of Vidanova Bank with a principal amount of XCG 8.7 million. Including additional security for interest and costs, the registered mortgage security amounted to a maximum of XCG 13.05 million.
That XCG 13.05 million figure should not be confused with the XCG 13 million Cooper says the government later paid for the property.
Kunuku Aqua Resorts Holding partly financed its XCG 4 million acquisition with XCG 2.5 million in credit from ORCO Bank. Total registered mortgage security amounted to XCG 3.75 million.
After the transfer to Kunuku Aqua, parcel B3498 was released from Otrabanda Village's mortgage with Vidanova Bank.
The transactions leave the government facing a basic question: which properties did Curaçao ultimately acquire for the XCG 13 million Cooper says was paid?
