PAR Requests Public Meeting With Finance Minister Over LOK Fund Investigation

WILLEMSTAD – The PAR faction in the Curaçao Parliament has requested a public meeting with Minister of Finance Charles Cooper to discuss the announced investigation into the use of funds related to the National Ordinance on Games of Chance (LOK).

In a letter addressed to Parliament President Fergino Brownbill dated July 28, 2026, PAR stated that it supports Cooper’s decision to investigate the financial arrangements within the online gaming sector following reports that ANG 8.3 million per year in public funds is allegedly being paid to a foreign individual in Malta without sufficient public clarity about the services provided in return.

PAR said it welcomes the investigation because it demonstrates political responsibility and transparency regarding the management of public funds. The party emphasized that every guilder managed by government comes from the hard work of Curaçao’s residents and should ultimately benefit the population.

However, the party stressed that controlling the use of public funds is primarily a responsibility of Parliament. According to PAR, Parliament should contribute constructively to ensure that the investigation is as effective as possible and addresses relevant questions and concerns within society.

Using Article 64 of the Rules of Order of the Curaçao Parliament, PAR formally requested a public meeting with Minister Cooper to allow Parliament to provide input regarding the investigation into LOK-related funds.

The request comes amid growing public debate over the financial structure of Curaçao’s online gaming sector and the role of the Curaçao Gaming Authority (CGA) following the introduction of the LOK framework.

PAR indicated that the goal of the meeting is not to prejudge the outcome of the investigation, but to ensure that Parliament’s oversight role is properly exercised and that relevant concerns are considered during the process.
