PAR Presses Government Over Unpaid AOV Lump Sum, Monthly Compensation and Gaming Revenue Promise

WILLEMSTAD – PAR Member of Parliament Shaheen Elhage is asking the government to explain why several promises made to AOV pensioners have not yet been fulfilled, including a total lump-sum payment of Cg 2,500, a monthly Cg 100 cost-of-living compensation and the allocation of gaming-license revenue to strengthen the AOV fund.

The questions form part of a letter sent to Minister of Social Development, Labor and Welfare Charetti America-Francisca and forwarded through Parliament President Fergino Brownbill. Elhage says the issues directly affect the financial security of elderly residents, many of whom depend entirely on the AOV pension as their source of income.

One of the central questions concerns the promised lump-sum payment of two installments of Cg 1,250, totaling Cg 2,500, for AOV pensioners.

Elhage wants to know why the payment has not yet been made and when the government expects to honor the commitment.

He is also seeking an update on a separate promise to provide Cg 100 per month to pensioners whose AOV is their only source of income. According to the letter, the compensation was intended to help seniors deal with higher living costs, including fuel and food.

Another question concerns the legal indexation of the AOV.

Elhage asks what has happened with implementation of the AOV Indexation Law from January 1, 2026. In his letter, he states that applying the indexation in light of real economic growth of 5.1 percent in 2025 would result in an AOV pension above Cg 1,100 per month.

The PAR parliamentarian also raises the issue of revenue from Curaçao’s gaming industry.

He asks when pensioners will begin benefiting from the promise that 5 percent of gaming-license revenues would be directed toward strengthening the AOV fund and why that commitment has not yet materialized.

Elhage says transparency is especially important because the questions concern both the welfare of elderly citizens and the long-term sustainability of Curaçao’s social-security system.

The letter asks America-Francisca to provide complete answers within the legal deadline, including clarification on when the outstanding commitments to AOV pensioners will actually be implemented.
