WILLEMSTAD – The director of the Pan American Health Organization and the World Health Organization (PAHO/WHO) for the Trinidad and Tobago, Aruba, Curaçao, Sint Maarten and the Caribbean Netherlands region paid an introductory visit to the Governor of Curaçao on Wednesday, March 11, 2026.
Gabriel Vivas Francesconi met with Governor Lucille George-Wout Mauritsz de Kort during the visit, which focused on strengthening cooperation in public health across the region.

Vivas Francesconi was accompanied by Jeanine Constansia-Kook, director of the Policy Organization at the Ministry of Health, Environment and Nature (GMN), Michelle Harris, advisor on Noncommunicable Diseases and Mental Health at PAHO, and Sharlon Melfor, secretary-general of the Ministry of Health, Environment and Nature.
During the meeting, the participants discussed current public health developments in the region and the ongoing collaboration between Curaçao and PAHO/WHO. Key topics included the fight against noncommunicable diseases, mental health challenges, preventive healthcare and strengthening health systems in small island states.
The Pan American Health Organization serves as the regional public health organization for the Americas and also functions as the regional office of the World Health Organization for North and South America. The organization supports countries and territories in improving healthcare systems, combating diseases, promoting prevention and strengthening preparedness for health emergencies.
PAHO works closely with governments, healthcare institutions and international partners to improve the health and well-being of populations throughout the region.
The introductory visit took place in an open and constructive atmosphere and underscored the importance of regional cooperation in public health. The Governor expressed appreciation for the work of PAHO/WHO and the support the organization provides to Curaçao.
