Ombudsman Sees Nearly 40% Increase in Citizen Requests in 2025

WILLEMSTAD – The Office of the Ombudsman of Curaçao handled 1,340 requests from the public in 2025, an increase of 382 cases—or nearly 40 percent—compared with the 958 requests received in 2024.

According to Ombudsman Keursly Concincion, the sharp rise may be explained by two factors. On the one hand, the institution has become better known and more accessible, making it easier for citizens to seek assistance. On the other hand, the increase also reflects a continuing need for independent support when dealing with government agencies.

Concincion noted that communication and accessibility remain among the most common concerns raised by members of the public.

The Ombudsman emphasized that not every request constitutes a formal complaint about improper government conduct. Many citizens contact the office because they are unsure which government agency is responsible for their issue, need information, or require guidance on the appropriate administrative procedures.

Of the approximately 1,300 cases closed during 2025, 745 were resolved by providing information, while another 344 resulted in advice being given. Together, those two categories accounted for nearly 84 percent of all completed cases.

In 106 cases, the Ombudsman intervened directly with a government agency on behalf of a citizen, while only 12 cases required a formal investigation. Another 22 individuals were referred to other organizations, and 45 cases were discontinued.

The report also shows that most people prefer direct contact with the Ombudsman's Office. During 2025, 619 requests were made in person, 402 by telephone, 119 by email, 94 through WhatsApp, and 91 via the institution's website. Only 15 requests were submitted by traditional mail.

According to the Ombudsman, these figures demonstrate that citizens value an accessible institution where they can explain their concerns and receive immediate guidance.
