Ministry of Traffic and Urban Planning Shows Stronger Integrity Performance Than Several Other Ministries

WILLEMSTAD – The Ministry of Traffic, Transport and Urban Planning (VVRP) recorded some of the strongest integrity scores among ministries evaluated in the government's 2026 Integrity Baseline Scan.

The ministry scored 51 percent on the presence of integrity safeguards, 45 percent on consistency of implementation, 47 percent on workplace culture, and an indicative leadership score of 55 percent.

Although far from perfect, these results place VVRP above several other ministries that struggled to achieve similar levels of recognition and implementation.

The report found that employees more frequently recognized administrative controls, accountability mechanisms and physical safeguards than they did policies regarding confidential information or confidential advisors.

Researchers also found that employees generally felt safer reporting integrity concerns than openly criticizing decisions or management practices. This suggests that while reporting mechanisms may be gaining acceptance, broader workplace openness remains a challenge.

The study nevertheless identifies VVRP as an example of a ministry where formal controls are more visible than in several other government departments.
