MFK Prepares Aviation Reform Legislation Aimed at Securing FAA Category 1 Status for Curaçao

WILLEMSTAD – The MFK parliamentary faction has visited the Curaçao Civil Aviation Authority (CCAA) as part of its preparations for the upcoming parliamentary debate on proposed legislation aimed at modernizing Curaçao's aviation sector and strengthening aviation safety oversight.

The initiative legislation, which is expected to be discussed in the Curaçao Parliament soon, is intended to improve the country's aviation regulatory framework and help Curaçao meet the international safety standards required to obtain Category 1 status under the International Aviation Safety Assessment (IASA) program of the United States Federal Aviation Administration (FAA).

Achieving Category 1 status is an important objective for Curaçao's aviation sector. Under the FAA's IASA program, countries are assessed on whether their civil aviation authorities provide safety oversight that complies with standards established by the International Civil Aviation Organization (ICAO).

Category 1 indicates that a country's aviation safety oversight system meets the applicable ICAO standards. The assessment focuses on the government's ability to regulate and supervise aviation safety rather than evaluating individual airlines.

According to the MFK faction, the proposed legislation is intended to strengthen aviation supervision, improve safety standards, and establish a more modern regulatory environment for the sector.

During the visit to the CCAA, faction members received information about the authority's operations and the practical relationship between its various regulatory responsibilities.

The visit also provided an opportunity to learn more about the measures the government has taken to strengthen aviation safety and improve compliance with international requirements.

MFK emphasized that achieving the necessary international standards requires more than adopting new legislation. The aviation authority must also demonstrate that it has the institutional capacity, procedures, and oversight mechanisms needed to implement and enforce those standards effectively.

The parliamentary faction believes that studying the proposed legislation in its entirety and consulting the institutions responsible for its implementation are essential steps toward making informed decisions during the legislative process.

According to MFK, direct engagement with the CCAA allows parliamentarians to better understand the operational challenges facing the aviation sector and assess how the proposed reforms could address them.

The faction considers modernization of the aviation framework an important step toward creating a safer and more competitive aviation environment for Curaçao.

Obtaining FAA Category 1 status could also improve opportunities for airlines operating under Curaçao's aviation oversight system to establish or expand services to the United States, subject to applicable regulatory approvals.

However, the adoption of new legislation would not automatically result in Category 1 status. Curaçao would still need to demonstrate compliance with the relevant international safety oversight standards through the FAA's assessment process.

MFK stated that it will continue preparing for the parliamentary debate through consultations with relevant institutions, with the objective of supporting a safer, stronger, and more modern aviation sector.
