WILLEMSTAD – The Ministry of Justice has announced a series of priority measures at the Juvenile Justice Institution Curaçao (JJIC) following growing concerns and recent developments within the facility.
According to the ministry, the situation at JJIC requires not only the restoration of order and stability, but also a renewed focus on the institution’s core mission: the re-education and development of young people.
JJIC is a residential facility for youths placed under civil or criminal measures and plays a key role in the island’s youth protection system. Beyond housing, the institution is responsible for guidance, treatment, and preparing young people for successful reintegration into society.
The ministry emphasized that JJIC operates with a holistic approach, addressing the physical, social, mental, and educational needs of each individual. Every youth follows a personalized development plan tailored to their specific challenges, with a focus on promoting socially acceptable behavior, developing skills, and supporting cognitive growth through adapted education and psychological care.
As part of the response to recent issues, the ministry confirmed a leadership change at JJIC. Following consultations, the current director has stepped down with immediate effect, and an interim director will be appointed to help restore confidence and provide stronger guidance.
In addition, a package of immediate measures is being implemented. These include maintenance of facilities, strengthening staffing capacity with support from external partners, and additional psychosocial assistance, with PSI Skuchami providing psychologists for extra support.
An independent investigation into alleged misconduct within the institution has also been launched. Other measures include providing controlled access to laptops with limited internet use and carrying out a large-scale cleanup of the facility’s grounds.
The ministry noted that steps had already been taken in recent years to improve operations, including filling vacancies and launching the “Krese!” improvement plan in 2023. This program focuses on professionalizing the organization, strengthening care structures, and improving the quality of education and guidance within JJIC. Its implementation will now be accelerated, with support from the Stichting Overheidsaccountantsbureau (SOAB).
External experts have also been engaged to help develop a structured daily program for youths, focusing on discipline, development, and support. At the same time, medium-term improvements are being planned, including investments in infrastructure such as a multifunctional space, improved kitchen facilities, and further professionalization of the organization.
Minister of Justice Shalten Hato stressed that the goal is to transform JJIC into a modern institution with a strong pedagogical foundation and a clear future-oriented vision.
“These are young people who have the right to guidance, opportunity, and perspective. Our commitment is to provide them with the right support so they can develop into full participants in society,” the minister said.
The ministry will continue to closely monitor the progress of the measures and indicated that additional steps will be taken if necessary.
