Leadership Identified as Critical Factor in Government Integrity

WILLEMSTAD – Leadership has emerged as one of the most important factors influencing how integrity is experienced within Curaçao's government ministries.

According to the Integrity Baseline Scan, employees often judge the strength of an integrity culture not by the number of policies that exist, but by whether managers actively discuss ethical behavior, address misconduct and lead by example.

The report found that leadership scores varied significantly among ministries. In several cases, managers rated their own efforts more positively than employees perceived them. Researchers noted that integrity discussions are not always visible to staff and that employees do not consistently experience ethical leadership in daily operations.

The study concludes that strengthening integrity throughout government will require stronger engagement from supervisors and senior management, not merely additional regulations.
