Lack of Financial Accountability Raises Concerns Over Hospital Project

WILLEMSTAD – Serious gaps in financial accountability have been identified in the execution of the Hospital Nobo Otrobanda project, particularly involving entities responsible for its later stages.

According to the Algemene Rekenkamer Curaçao, key organizations such as HNO TE and HNO VB have yet to provide full financial accountability for tens of millions of guilders in project expenditures. At least NAf. 73.7 million and NAf. 53 million in obligations were transferred to these entities, but detailed reporting remains incomplete.

The report also notes that there are no clear agreements in place regarding how these entities should report their finances to the government. This lack of structure makes it difficult to determine the final cost of the project or ensure proper oversight.

In addition, government interests are not fully safeguarded, particularly in scenarios involving potential future transactions related to the hospital or its managing entities.

The audit warns that without improved governance and transparency, the true financial impact of the hospital project on Curaçao’s public finances may remain unclear.
