Local, | By Correspondent November 5, 2026

WILLEMSTAD – Minister of Justice Shalten Hato signed a declaration of intent on Tuesday, November 3, together with Daniel Corsen of Scouting Antiano, marking the beginning of a new partnership aimed at creating more opportunities for young people at the Juvenile Judicial Institution Curaçao (JJIC).

Through this cooperation, the Ministry of Justice seeks to provide young people at JJIC with additional opportunities for personal and social development.

Minister Hato emphasized the important role organizations such as Scouting Antiano can play in this process. Scouting activities can help young people develop essential values, including respect, discipline, responsibility, and cooperation.

The initiative originated with the Governor of Curaçao, His Excellency Mauritsz de Kort, who was also present during the signing ceremony. What began as an idea proposed by the Governor has now developed into a concrete step toward cooperation between JJIC and Scouting Antiano.

Several ministers from the Pisas III Cabinet also attended the ceremony.

Daniel Corsen expressed his enthusiasm about the partnership, explaining that Scouting Antiano had hoped to establish this type of cooperation for many years.

Corsen shared his personal aspiration of one day seeing young people from JJIC participating in official scouting activities while wearing scouting uniforms, without any visible distinction between them and other scouts.

For JJIC's acting director, Natascha Pieter, the signing represented a special moment, as she witnessed an idea develop into a concrete initiative.

The cooperation reflects the Ministry of Justice's continued efforts to support the rehabilitation and personal development of young people at JJIC.

By introducing scouting principles and activities, the ministry aims to help participants develop social skills, strengthen their sense of responsibility, and prepare for a positive future.

The partnership also highlights the importance of cooperation between government institutions and community organizations in creating opportunities for young people who need guidance and support.
