Justice Minister Hato Moves to Strengthen Training Institute for Law Enforcement

WILLEMSTAD – Minister of Justice Shalten Hato has initiated discussions with key stakeholders on the future of the Training Institute for Law Enforcement and Security (ORV), outlining plans to formalize and strengthen the institution.

During the meeting, the minister noted that several fundamental aspects of the institute have remained unresolved since October 10, 2010. Among the most significant gaps is the absence of an official organizational framework for the institute.

The government now aims to address these shortcomings by developing concrete plans to restructure and formalize the ORV. Proposed measures include establishing a clear organizational structure, defining job roles through a formal function framework, and creating a communication strategy. In addition, work is underway to provide a solid legal foundation and introduce a social statute for the institution.

According to Minister Hato, the goal is to transform the ORV into the central training institute for the entire justice and security chain in Curaçao. He added that developments are being closely followed by other countries within the Kingdom, including Aruba and Sint Maarten.

Looking ahead, the institute is expected to expand beyond police training to serve multiple organizations within the security sector. Plans include the introduction of a shared foundational training program, followed by specialized courses tailored to different disciplines.

Consultancy firm Deloitte has been engaged to further develop the plans, and working groups will be established with representatives from various organizations to guide the process.

The initiative marks a step toward strengthening institutional capacity within Curaçao’s justice sector, with the aim of improving coordination, professionalism, and long-term development.
