Justice and VVRP Generate More Than Half of All Ombudsman Complaints Against Ministries

WILLEMSTAD – The Ministries of Justice and Traffic, Transport and Urban Planning (VVRP) remained the two government departments generating the highest number of requests for assistance submitted to the Ombudsman in 2025, accounting for more than half of all complaints and inquiries involving ministries.

According to the Ombudsman's 2025 Annual Report, citizens submitted 422 requests concerning government ministries during the year. Of those, 213 involved either the Ministry of Justice or VVRP.

VVRP recorded the highest number with 107 requests, closely followed by the Ministry of Justice with 106. The Ministry of Social Development, Labor and Welfare (SOAW) ranked third with 72 requests, while the Ministry of Finance registered 59.

The figures indicate that the trend is not new. In 2024, the same two ministries also topped the list. At that time, VVRP accounted for 78 requests and Justice for 59, together representing approximately 42 percent of all ministry-related cases.

In 2025, their combined share increased to more than 50 percent. Of the 96 additional ministry-related requests received by the Ombudsman compared with the previous year, 76 involved either Justice or VVRP.

The sharpest increase occurred within the Ministry of Justice, where the number of requests rose from 59 to 106—an increase of nearly 80 percent.

Within the ministry, the Curaçao Police Force generated the largest number of requests, rising from 24 in 2024 to 37 in 2025. Complaints involving the Admission Organization doubled from 10 to 20, while those concerning the Judicial Care Organization increased from 11 to 13.

The Ombudsman noted that the figures do not necessarily represent substantiated complaints. Citizens also contact the institution for information, advice, mediation or referrals when encountering difficulties with government agencies.

Nevertheless, the numbers provide an indication of the parts of government where residents most frequently require assistance.
