Integrity Policies Known on Paper, Less Visible in Practice

WILLEMSTAD – One of the strongest conclusions emerging from Curaçao's Integrity Baseline Scan is that many government employees know integrity policies exist but do not consistently see them applied in their daily work environment.

The report found that awareness of integrity policies often exceeds implementation. Employees generally recognize that rules exist regarding ethics, gifts, secondary employment and workplace conduct, but are less convinced that these rules are actively discussed, enforced or incorporated into management practices.

Researchers describe this as a fundamental challenge for government. While establishing policies is an important first step, integrity can only become part of an organizational culture when employees see those principles reflected in daily decision-making.

The findings suggest that future reforms may need to focus less on creating new regulations and more on ensuring that existing standards become visible in the workplace.
