WILLEMSTAD – Curaçao needs a migration system based on registration, individual assessment and clearer rules, according to recommendations from Human Rights Defense Curaçao (HRDC).
The HRDC report concludes that undocumented migrants should not be treated as one single group. Participants argued that authorities should distinguish between people who work, contribute to society and want to integrate, and those who commit crimes or abuse the system.
The report recommends a system where factors such as behavior, contribution to society and personal circumstances are considered.
According to HRDC, the current lack of clarity creates uncertainty among both residents and migrants. Many participants said they have little knowledge of existing migration policies or experience them as unclear and inconsistent.
The organization argues that migration policy should combine control, transparency, economic reality and human rights protection.
