WILLEMSTAD – Human Rights Defense Curaçao is calling for a migration policy that combines government control with protection of human dignity.
The organization’s research concludes that Curaçao needs an integrated approach where enforcement, transparency, economic reality and human rights are addressed together.
The report recommends:
- a clear migration framework;
- registration and individual assessment of undocumented migrants;
- regulated labor participation;
- protection against exploitation;
- policies that are realistic given Curaçao’s limited resources.
According to HRDC, the central challenge is not choosing between strict control or humanitarian protection, but creating a system where both can exist together.
