Hospital Project Exceeds Budget by NAf. 87.6 Million Due to Delays and Costs

WILLEMSTAD – The construction of the new hospital in Otrobanda exceeded its project budget by at least NAf. 87.6 million, primarily due to delays and unforeseen costs, according to an audit report.

The project initially had an agreed budget of NAf. 421.8 million, later reduced to NAf. 407.8 million. However, total spending by SONA reached NAf. 400.7 million, including NAf. 106.3 million in unbudgeted expenses.

The largest portion of the overspending—about 63 percent—was attributed to delays in project execution. These included claims from contractor Ballast Nedam Infra due to late availability of construction sites, as well as extended use of consultants and additional support for the transition from the old hospital.

Other factors included unexpected import duties and taxes, as well as management costs that were higher than initially planned.

The audit highlights how project delays can significantly drive up costs, ultimately placing additional pressure on public finances.
