Government Takes Next Step in Strengthening Curaçao Civil Aviation Authority

WILLEMSTAD – The Council of Ministers has approved the implementation decree for the Curaçao Civil Aviation Authority (CCAA), marking another step in the further development of the agency responsible for overseeing civil aviation on the island.

The draft national decree will now be submitted to the Governor for signature. The measure implements Article 15 of the National Ordinance on Administrative Government Organization and the Establishment Decree of the Curaçao Civil Aviation Authority.

The decision follows years of efforts to strengthen Curaçao’s aviation oversight framework and align it with international standards.

Civil Aviation Authority Established in 2015

The CCAA was formally established by law in 2015 as an independent civil aviation authority. According to advice issued at the time by the Council of Advice, the creation of the authority was intended to provide greater independence in aviation oversight and ensure compliance with standards set by the International Civil Aviation Organization (ICAO).

The authority is responsible for a wide range of aviation-related functions, including aviation safety oversight, certification, licensing, regulatory compliance, and monitoring adherence to international aviation regulations. It also represents Curaçao in various international aviation organizations and forums.

Formalizing the Organizational Structure

With the approval of the implementation decree, the government is now taking a formal step toward completing the organizational structure and operational framework of the authority.

The Council of Ministers has not yet disclosed details regarding the contents of the decree. As a result, it remains unclear what specific organizational changes or governance arrangements are being introduced through the measure.

Questions also remain about why the implementation decree is only now being finalized, more than a decade after the legal foundation for the CCAA was established.

Those details are expected to become clearer once the final text of the decree is published following the Governor’s approval.

The development comes at a time when aviation continues to play a critical role in Curaçao’s economy, supporting tourism, trade, cargo operations, and international connectivity.

A strong and independent aviation authority is considered essential for maintaining international safety standards, preserving confidence among airlines and aviation partners, and ensuring that Curaçao remains compliant with global regulatory requirements.

The latest decision by the Council of Ministers suggests that the government is continuing efforts to strengthen the institutional framework governing the island’s aviation sector, although the full impact of the implementation decree will only become apparent once the final provisions are made public.
