WILLEMSTAD – Curaçao’s Ministry of Social Development, Labor and Welfare (SOAW) has significantly strengthened oversight of government subsidies through the creation of a specialized subsidy unit.
According to Rudsel Sophia, the project began as a pilot in 2021 and has since developed into a permanent mechanism aimed at improving financial accountability within government.
The subsidy unit is designed to monitor the effectiveness, legality and efficiency of public subsidies, providing authorities with greater control over public spending.
The initiative is part of broader reforms focused on strengthening financial management and improving governance within the public sector. The annual report notes that further improvements were made during 2025 to both the subsidy unit and policy development processes within SOAW.
