Government Reorganization: The Most Difficult Reform Nobody Talks About

THE HAGUE, WILLEMSTAD – Structural reorganization of the public sector may be the most difficult reform under the Landspakket (Country’s Economic Reforms)— and the least publicly debated.

The “Future Proof Organization” program aims to modernize internal service models, professionalize HR structures and streamline internal operations.

But implementation requires political approval, budget alignment and internal discipline.

The Real Problem

Curaçao’s government structure has evolved over decades, often layered rather than redesigned.

Reform means:

• Clarifying mandates
• Reducing duplication
• Modernizing HR frameworks
• Introducing accountability mechanisms

This is politically sensitive because it affects positions, hierarchies and internal influence.

Why It Is Foundational

Without internal reform:

Tax reform becomes harder
Healthcare regulation weakens
Education funding reform slows
Digital projects stall

Public sector reorganization is the infrastructure behind every other reform.

If this fails, everything else struggles.
