Government Integrity Report Reveals Major Differences Between Ministries

WILLEMSTAD – Curaçao's first government-wide integrity assessment has revealed significant differences in how ministries implement and experience integrity policies, raising questions about consistency across the public sector.

The Integrity Baseline Scan, commissioned by the Ministry of Governance, Planning and Service Delivery (BPD), measured awareness of integrity policies, implementation in daily practice, workplace culture, reporting mechanisms and leadership throughout the government.

While some ministries scored relatively well in areas such as leadership and implementation, others showed large gaps between policy awareness and actual application. The findings suggest that integrity standards are not experienced equally throughout government.

Researchers emphasize that the assessment should serve as a starting point for future improvements and provides the government with its first comprehensive picture of how integrity is perceived by employees across ministries.
