WILLEMSTAD – The government of Curaçao has once again intervened in the financing of a housing project for care institution Totolika, approving a budget amendment to release additional funds for the construction of forty residential units.
The decision was taken by the Council of Ministers following a proposal from the Ministry of Health, Environment and Nature, supported by advice from the acting sector director of Financial Policy and Budget Management. The move indicates that the project’s financing had not yet been fully secured within the existing budget framework.

The development involves the construction of forty housing units designed for individuals with intellectual disabilities who can live independently under supervision. The project includes multiple buildings, as well as shared facilities and spaces for daytime activities.
Financially, the project has a longer history. An initial allocation of approximately 5.6 million guilders was made for construction, followed by an additional 2 million guilders in 2025. This brings the total known budget to around 7.6 million guilders.
The need for another budget amendment suggests that funds were either not fully released earlier or that adjustments within the project budget were required. However, the government has not disclosed how much money is involved in this latest decision.
It also remains unclear whether the adjustment is due to cost overruns or the release of previously reserved funds, leaving questions about the overall financial management of the project unanswered.
