WILLEMSTAD – The Expert Group on the Democratic Deficit within the Kingdom of the Netherlands paid a working and introductory visit to Acting Governor of Curaçao Ruthsella Jansen on Tuesday, June 23, 2026.
The expert group was established at the request of the Interparliamentary Kingdom Consultation (IPKO) and has been tasked with identifying and analyzing existing and new proposals aimed at reducing the democratic deficit within the Kingdom.

During the meeting, members of the group exchanged views with the Acting Governor on various proposals designed to strengthen democratic representation and participation within the Kingdom’s governance structure. Discussions also focused on the report the expert group is preparing, which is expected to present recommendations on addressing longstanding concerns regarding democratic influence and decision-making within the Kingdom.
The concept of a democratic deficit has been a recurring topic in Kingdom relations, particularly regarding the extent to which the Caribbean countries of the Kingdom can influence decisions made at the Kingdom level.
The expert group is chaired by Dr. Aubrich Bakhuis of Curaçao and includes Professor Leonard Besselink representing the Netherlands, Johan Sjiem Fat representing Aruba, and Dr. Rachnilda Arduin representing Sint Maarten. The group is supported by secretary Gytha Boerwinkel.
The visit forms part of the group's ongoing consultations with key stakeholders as it works toward completing its report and recommendations for IPKO.
