WILLEMSTAD – The Prekario team has released its evaluation of the Carnival 2026 permit period, covering activities from October 2025 through February 2026, outlining key developments, compliance issues, and participation figures.
The registration process for existing permit holders began in November 2025 and ran until December 19. A total of 871 existing clients successfully registered and received a prekario permit. However, a number of applicants failed to meet payment obligations or complete their registration on time, resulting in automatic cancellation of their permits.

This created opportunities for new applicants to enter the system. In total, 456 individuals registered on the waiting list, of whom 240 were selected to receive a new parcel. Ultimately, 136 accepted the offer, leaving 104 parcels unclaimed.
Regarding product sales stands, 98 stands were made available. Of these, 58 were paid for and used, while 40 remained vacant. Following inspections, 13 individuals lost their rights to their permits due to non-compliance.
The report also addressed exemptions granted during the period. A total of 157 clients received exemptions, but all were notified that 2026 will be the final year such exemptions apply. Starting in 2027, all clients will be required to comply with Article 69 and Article 15 of the Landsverordening Openbare Orde (Public Order Ordinance).
In terms of enforcement and cleanup, the Prekario team had announced in advance that all parcels along the Carnival route had to be cleared by 3:00 p.m. on February 22, 2026. Failure to comply would result in automatic loss of the permit for the next Carnival period.
The Project Team Supervision and Enforcement (PTH) confiscated a total of 115 items from various locations, including five parcels belonging to prekario clients and public spaces. These items were not removed in time by the responsible parties, leading to five clients losing their permits for Carnival 2027.
The Prekario team, along with PTH and the Public Works Department (OW), expressed their appreciation to all clients who complied with the regulations and contributed to smooth cooperation during the 2025–2026 Carnival period.
