Employees Fear Speaking Out More Than Reporting Misconduct

WILLEMSTAD – Government employees appear more comfortable reporting integrity concerns than openly criticizing workplace decisions, according to Curaçao's Integrity Baseline Scan.

Researchers found a recurring pattern across ministries: respondents were more likely to indicate that they would report a serious integrity issue than say they felt free to openly criticize policies, management decisions or workplace practices.

The distinction is significant because healthy organizations depend not only on formal reporting systems but also on open discussion and constructive criticism.

Experts involved in the assessment warn that employees who do not feel comfortable expressing concerns in everyday situations may be less likely to identify and resolve problems before they escalate.

The report recommends greater attention to workplace openness, communication and trust between management and employees.
