Education Reform in Motion: Curaçao Moves Toward Development-Focused Learning System

WILLEMSTAD – Curaçao is in the midst of a significant shift in its education system, as authorities move to realign primary education with its original goal: the holistic development of every child.

The Inspectorate of Education’s latest publication outlines a system that, while built on strong principles, has drifted in practice toward test-driven outcomes and administrative complexity.

Primary education in Curaçao is legally defined as development-oriented, focusing on intellectual, social, emotional, and physical growth. Unlike traditional systems, it does not include a final exam or diploma. Instead, students receive a comprehensive report with guidance for their next educational step.

However, over time, the system has increasingly emphasized selection and performance, particularly through the use of standardized testing and multiple reporting systems. Schools are currently required to complete several different student reports, creating administrative burdens and inefficiencies.

To address these issues, the Inspectorate is advocating for a streamlined approach centered around one comprehensive student report. This report would provide a complete and meaningful picture of each child’s development, including skills, interests, and learning styles.

The reforms also aim to reduce school pressure, improve teaching quality, and ensure better alignment between primary and secondary education. Investments in teacher training and improved student monitoring systems are seen as essential components of this transition.

Encouragingly, concrete steps are already being taken. The planned elimination of the EFO test and the revision of student reporting systems mark a shift toward a more balanced and child-centered approach.

The Inspectorate also stresses the importance of public communication and collaboration among stakeholders. Schools, policymakers, and communities must work together to ensure that reforms are clearly understood and effectively implemented.

Ultimately, the goal is to create an education system that not only measures performance but truly supports the development of each child’s potential.

As reforms continue, Curaçao faces a critical opportunity to strengthen its education system and better prepare future generations for both academic success and life beyond the classroom.
