DRR conducts successful crisis simulation exercise with Aqualectra and CRBo

WILLEMSTAD – The Risk Management and Disaster Policy Directorate (DRR), in collaboration with Aqualectra and members of the Crisis Response Board (CRBo), conducted a successful table-top exercise on Friday, March 20, 2026.

The training forms part of DRR’s ongoing efforts to prepare crisis management professionals for potential emergency situations.

The exercise took place at the COC3 crisis center in Rio Canario and was based on a simulated scenario involving water contamination. Throughout the morning, the situation increased in severity and complexity, requiring coordinated responses from the participating teams.

The simulation focused on Aqualectra’s internal processes, the operational approach of the CRBo, and key moments at which an incident could escalate into a full-scale crisis. Experts in risk and crisis management from Curaçao Airport Partners (CAP) also participated in their role as liaison to the CRBo, adding further depth to the exercise.

DRR used the opportunity to introduce a new model for table-top exercises and to test several technologies within the crisis center.

Participants described the exercise as both valuable and instructive. Risk communication and crisis communication were also key components, with communication teams from Aqualectra and the government exchanging knowledge and experiences.

A follow-up exercise is already being considered, with COC3 expected to continue serving as a central hub for training and preparedness activities throughout the year.
