WILLEMSTAD – Curaçao is now expected to close 2025 with an ordinary-budget surplus of XCG 115 million, XCG 40 million higher than previously projected, according to the Board of Financial Supervision (Cft).
The updated estimate is included in Curaçao’s second implementation report for 2026 and takes into account revenues and expenditures processed after the previous reporting period.
The approved 2025 budget amendment had projected an ordinary-budget surplus of XCG 75 million.
After incorporating subsequently recorded revenues and expenses, the expected result has risen to XCG 115 million.
The improvement comes as Curaçao is also reporting a strong preliminary result for 2026, with an XCG 189 million ordinary-budget surplus through June.
However, the Cft highlighted a recurring spending concern.
Curaçao spent more than budgeted on subsidies and transfers in 2025, and the same category is again exceeding projections during 2026.
The financial supervisor said the spending pattern appears to be structurally higher than budgeted and repeated its earlier request for the government to investigate the issue.
The concern suggests that while Curaçao’s headline budget results have improved considerably, part of the underlying expenditure structure may need to be revised to prevent recurring overruns.
