Curaçao Parliament to Debate New Aviation Law and Delays in Kingdom Reform Agreement This Week

Main News, Politics, | By Correspondent October 19, 2026

WILLEMSTAD – The Curaçao Parliament has scheduled two Central Committee meetings this week to address important legislative and government policy matters, including a proposed new aviation law and the implementation of the reform agreement between Curaçao and the Netherlands.

According to two official parliamentary notices dated October 16, the meetings will take place on Tuesday, October 20, and Thursday, October 22, with both sessions beginning at 9:00 a.m. in the Parliament's meeting chamber at Wilhelminaplein 4 in Willemstad.

The first meeting, scheduled for Tuesday, will focus on the draft National Ordinance on Aviation, identified as parliamentary document 2025–2026–254.

The proposed legislation seeks to establish new rules governing aviation in Curaçao. Parliament's Central Committee will examine the draft ordinance as part of the legislative process.

The parliamentary notice does not provide details about the individual provisions of the proposed law or specify which aspects of aviation regulation will be discussed.

Nevertheless, aviation legislation is particularly important for Curaçao because of the island's dependence on international air connections for tourism, business, trade and travel.

The legislative process will provide an opportunity for parliamentarians to examine the proposed regulatory framework before the legislation proceeds further.

On Thursday, October 22, the Central Committee will turn its attention to the implementation of the reform agreement commonly known as the Landspakket.

Prime Minister Gilmar Pisas, who also serves as Minister of General Affairs, is expected to participate in discussions concerning the implementation, delays and evaluation of the Onderlinge Regeling Samenwerking bij Hervormingen, the mutual arrangement governing cooperation on reforms.

The agreement forms part of the broader cooperation framework established between Curaçao and the Netherlands to support reforms in areas of public administration, financial management and economic development.

The parliamentary discussion will focus specifically on how the reforms have been implemented, the delays encountered and the evaluation of the cooperation arrangement.

According to the official notice, the agenda item was placed before the Central Committee following a request submitted on July 13, 2026, by Members of Parliament Ruthmilda Larmonie-Cecilia, O.A. Martina, S.P. Oserpa and R.M. Cijntje.

The meeting provides an opportunity for Parliament to question the Prime Minister about the progress of the reforms and the obstacles affecting their execution.

The Landspakket has been a central element of cooperation between Curaçao and the Netherlands in recent years, making parliamentary scrutiny of its implementation particularly relevant.

Questions about delays and the evaluation of the agreement also come at a time when the future of reform cooperation between the two countries remains an important political issue.

Both meetings will be held at Parliament's headquarters in Willemstad.

The two sessions reflect different responsibilities of the legislature: reviewing proposed national legislation and exercising parliamentary oversight over government policy and international cooperation arrangements.
