Curaçao Parliament to Continue Debate on Kingdom’s Democratic Deficit

THE HAGUE – A special expert group examining what is commonly referred to as the democratic deficit within the Kingdom of the Netherlands has provided an update on its work during the Interparliamentary Kingdom Consultation (IPKO).

The expert panel includes representatives from Curaçao, Aruba, Sint Maarten and the Netherlands and is chaired by Curaçao legal expert Dr. Aubrich Bakhuys.

The group was established following concerns that the Caribbean countries often have limited influence over Kingdom decisions that directly affect them. The issue has been debated for years and remains one of the most sensitive constitutional topics within the Kingdom.

During the meeting, the experts presented an overview of their progress and outlined how they intend to complete their final report.

The democratic deficit refers to the imbalance that exists when decisions are taken at the Kingdom level while the Caribbean countries have limited representation within Kingdom institutions. The issue frequently arises in discussions about Kingdom legislation, supervision, financial oversight and constitutional reforms.

According to the IPKO agreements, parliamentarians will await the final report before deciding on possible next steps.

For Curaçao, the findings could become particularly important as discussions continue about the future relationship between the countries of the Kingdom and how cooperation can be made more equitable.

The final report is expected to play a key role in future constitutional and political discussions involving Curaçao, Aruba, Sint Maarten and the Netherlands.
