Curaçao Parliament Faces Busy November Agenda With Debates on Energy Crisis, Paternity Leave, Healthcare and Government Land Management

WILLEMSTAD – Curaçao Parliament is preparing for a series of important meetings in November, with discussions scheduled on the international energy crisis, paternity leave legislation, supervision of payment service providers, the establishment of a Health Council and the handling of government land applications.

According to four official parliamentary notices issued on October 30, 2026, the meetings will take place between November 4 and November 20. Several sessions will resume discussions that were previously suspended, while others will address legislative proposals currently under consideration.

The parliamentary agenda begins on Wednesday, November 4, at 9:00 a.m., when the Central Committee will examine two legislative matters.

The first concerns a parliamentary initiative to introduce paternity leave through amendments to existing legislation, including provisions of the Civil Code, regulations governing public servants and the National Health Insurance Ordinance.

The proposal seeks to establish a legal framework for paternity leave in Curaçao. Parliament will examine the proposed amendments as part of the legislative process.

The second agenda item concerns proposed legislation regulating the supervision of payment service providers.

Parliament will consider the government's memorandum of response concerning the draft National Ordinance on the Supervision of Payment Service Providers. The proposal addresses the regulatory framework governing businesses that provide payment services.

Both legislative matters will be discussed during the Central Committee meeting at the Parliament building on Wilhelminaplein 4.

Parliament to Resume Debate on Establishing Health Council

On Thursday, November 5, at 9:00 a.m., Parliament will resume a public meeting that was suspended on October 8.

The meeting will focus on discussions with the Minister of Health, Environment and Nature concerning the establishment of a Health Council.

The proposed council is the central subject of the debate, with parliamentarians expected to continue their discussions with the minister about its establishment.

The official notice does not specify which questions remain unanswered or whether a final decision is expected during the meeting.

The session will take place in Parliament's meeting chamber at Wilhelminaplein 4.

International Energy Crisis Returns to Parliamentary Agenda

On Friday, November 6, at 9:00 a.m., the Central Committee will resume a meeting originally suspended on March 20, 2026.

The discussion will involve the Minister of General Affairs, the Minister of Finance and the Minister of Economic Development.

The central issue is the international energy crisis and its possible consequences for Curaçao.

The meeting will provide an opportunity for parliamentarians to discuss developments in the international energy situation and their potential implications for the island.

As a small island economy dependent on imported energy products, Curaçao is exposed to fluctuations in international energy markets. Changes in energy prices can affect transportation, electricity costs, business operations and household expenses.

The parliamentary notice does not identify specific government measures or proposals that will be presented during the resumed session.

Government Land Management Under Scrutiny

Another parliamentary meeting is scheduled for Friday, November 20, at 9:00 a.m., when the Central Committee will resume discussions with the Minister of Traffic, Transport and Urban Planning.

The meeting concerns the handling of applications submitted to Domein Beheer, the government department responsible for managing government-owned land.

The discussion was originally suspended on September 21 and had previously been scheduled to resume on November 2. Parliament has now moved the continuation to November 20.

The session will focus on the department's management of applications, although the parliamentary announcement does not specify the individual cases or administrative concerns that may be addressed.

Government land management is an important administrative responsibility because applications and decisions concerning public land can affect residential development, commercial activities and other land-use projects.

The meeting will give members of Parliament another opportunity to question the responsible minister about the department's procedures.

Four Meetings Scheduled Across November

The parliamentary notices establish the following schedule:

November 4, 9:00 a.m. – Central Committee meeting on paternity leave legislation and supervision of payment service providers.

November 5, 9:00 a.m. – Resumption of the public parliamentary debate on the establishment of a Health Council.

November 6, 9:00 a.m. – Resumption of Central Committee discussions on the international energy crisis and its possible consequences for Curaçao.

November 20, 9:00 a.m. – Resumption of Central Committee discussions concerning the handling of applications by Domein Beheer.

All four meetings are scheduled to take place at the Curaçao Parliament building on Wilhelminaplein 4 in Willemstad.

The announcements were issued on behalf of the Vice President of Parliament and signed by Deputy Clerk G.S.A. Maduro.

The November schedule brings together several policy and legislative matters affecting Curaçao, ranging from employment rights and financial regulation to public health administration, economic vulnerability and government land management.

The outcome of the discussions will depend on the deliberations between parliamentarians and the responsible government officials. No final legislative approvals or policy decisions were announced in the parliamentary notices.
