WILLEMSTAD – The Curaçao Parliament is meeting Friday morning to consider legislation establishing a formal legal framework for special primary education, an issue that has become increasingly important as the number of children requiring specialized educational support has grown.
According to Parliament’s official convocation, the public meeting begins at 9:00 a.m. Friday, August 28, at the Parliament building on Wilhelminaplein.
The main substantive item on the agenda is the draft National Ordinance on Special Primary Education, formally known as the Landsverordening Speciaal Funderend Onderwijs.
The proposal dates from the 2023-2024 parliamentary year and is intended to establish rules governing special primary education in Curaçao.
Education Minister Sithree van Heydoorn highlighted today's parliamentary debate when officially opening the 2026-2027 school year last week.
The minister described strengthening special education as one of the important steps being taken to improve the overall quality of Curaçao’s education system.
According to Van Heydoorn, special education should not be regarded as a peripheral part of the education system but as an essential component serving children who require additional educational support.
The legislation is particularly relevant as Curaçao has experienced substantial growth in the number of students requiring special education and specialized assistance.
The government has presented the reform as part of a broader effort to ensure that children receive education appropriate to their individual circumstances and needs.
Today’s debate gives members of Parliament an opportunity to question the government about the legislation, its implementation, financing and the consequences for schools, educators, parents and students.
The meeting could also clarify how the government intends to translate the new legal framework into additional capacity within schools, an issue that has become increasingly pressing as demand for specialized educational placements rises.
