WILLEMSTAD – The Curaçao government plans to submit legislation later this year to formally establish the Curaçao Healthcare Authority (CZa), a new independent regulator that will oversee spending, efficiency, and transparency within the island's healthcare system.
The proposed authority is intended to strengthen financial oversight of the healthcare sector and ensure that healthcare funds are spent effectively and in accordance with applicable laws and regulations.
According to the government, the Curaçao Healthcare Authority will be responsible for monitoring the efficiency, legality, and transparency of healthcare expenditures. Officials believe the new institution will play a key role in improving accountability throughout the healthcare system while helping to keep healthcare costs under control.
The groundwork for the creation of the authority has already been underway for several years.
Since 2017, the Regulatory Authority Curaçao (RAC) has been carrying out preparatory activities, including studies into healthcare costs, tariff structures, efficiency levels, and the overall financial management of the sector.
Once the Curaçao Healthcare Authority is officially established, those responsibilities will be transferred from RAC to the new organization.
The move represents the next step in a broader effort to modernize healthcare governance and create a dedicated institution focused exclusively on healthcare oversight.
The government expects the new regulator to contribute to a more transparent and financially sustainable healthcare system.
Healthcare expenditures have been a recurring topic of public debate in Curaçao, particularly as the island faces challenges related to rising medical costs, specialist shortages, waiting lists, and the long-term financing of healthcare services.
By introducing an independent authority, policymakers hope to strengthen confidence in the management of healthcare resources and improve monitoring of how public funds are used throughout the sector.
The planned legislation comes as Curaçao continues to pursue reforms aimed at improving the quality, accessibility, and financial sustainability of healthcare services.
Officials say the Curaçao Healthcare Authority will provide an additional layer of oversight and help ensure that healthcare institutions operate in a manner that is both efficient and accountable.
If approved by Parliament, the new authority would become one of the most significant structural reforms in Curaçao's healthcare sector in recent years, giving the island a dedicated watchdog focused on safeguarding the effective use of healthcare resources while promoting transparency across the system.
