The decision was taken during the Council of Ministers meeting on Wednesday, November 4, 2026, and published on November 6.

The agreement concerns phase four of the project known as "Development of the Marie Pampoen Coastal Strip."
The Council also approved submitting the accompanying draft national decree to Governor Mauritsz de Kort for his signature.
Fourth Phase of Coastal Development Moves Forward
The Marie Pampoen coastal development project is part of efforts to improve and further develop the coastal area of the Willemstad neighborhood.
The government's latest decision concerns the administrative arrangements necessary for the project's fourth phase.
By authorizing the implementation agreement with CTDF, the Council of Ministers has provided the minister with the approval required to proceed with the formal agreement on behalf of the government.
The submission of the draft national decree to the Governor represents another step in the administrative process.
However, the announcement does not confirm that the agreement has already been signed or that construction work under the fourth phase has begun.
Cooperation With Curaçao Tourism Development Foundation
The Curaçao Tourism Development Foundation is the organization identified as the government's contractual partner for this phase of the project.
The approved authorization provides for an implementation agreement between the foundation and the Country of Curaçao.
Such agreements establish arrangements for carrying out projects, although the specific responsibilities and conditions in this case were not disclosed in the government's announcement.
The statement also did not provide the budget for phase four, details of the planned construction or improvements, or an expected completion date.
Continued Attention to Marie Pampoen
The development of the Marie Pampoen coastal strip is relevant to the neighborhood's public spaces and its potential for recreational and tourism-related activities.
Coastal development projects can contribute to improved public facilities and create opportunities for residents, visitors, and local businesses.
However, the exact improvements planned under the fourth phase have not yet been outlined in the latest government decision.
The November 4 approval confirms that the government intends to proceed with the implementation agreement and the related national decree.
Further announcements are expected to clarify the scope, financing, and execution schedule of the fourth phase once the necessary administrative procedures have been completed.
