Consumers Face Disconnections and Costs Over Tampered Utility Meters

WILLEMSTAD – Residents in Curaçao may face disconnection of water and electricity services and significant financial penalties even if they did not personally tamper with utility meters, according to Fundashon pa Konsumidó (FPK).

The consumer protection organization reports a rise in complaints from individuals being held responsible for alleged meter manipulation at their homes. In many cases, Aqualectra has identified irregularities during inspections, leading to immediate service disconnection.

Beyond disconnection, affected households are also being charged fines and billed for estimated utility consumption covering up to two years.

According to FPK, current regulations place responsibility on the registered user of the property, regardless of whether they were aware of any tampering. This means that lack of knowledge does not exempt consumers from liability.

The organization warns that tenants are particularly vulnerable, as they may be held accountable for modifications made by previous occupants or property owners.

FPK is urging consumers to take preventive measures when renting or purchasing a home. This includes conducting a technical inspection of the utility meter beforehand and ensuring the meter is registered under the current user’s name.

Additionally, residents are advised to remain vigilant for unusual consumption patterns or visible damage to meters. In such cases, they should immediately contact Aqualectra to avoid potential penalties or service interruptions.

The foundation stresses that increased awareness and early action are key to preventing unexpected costs and disruptions to essential services.
