Cheaper Flights for Saba and Sint Eustatius Move Closer After Aviation Law Change

THE HAGUE – Efforts to make flights to and from Saba and Sint Eustatius more affordable have taken another step forward following the official publication of amendments to the BES Aviation Act in the Dutch Government Gazette.

The legislative change removes legal obstacles that previously prevented the Dutch government from treating air connections to the two islands as a “public service obligation.”

The possibility of using such a system has been discussed for more than a decade. Shortly before the summer recess, both the Dutch House of Representatives and Senate approved the legislative amendments needed to make it possible.

With the amended law now officially published, the Ministry of Infrastructure and Water Management can tender the air connections to an airline under a public service obligation. The selected carrier could receive a government subsidy in exchange for maintaining the routes at more affordable ticket prices.

The measure is particularly important for residents of Saba and Sint Eustatius, who depend heavily on air transportation for connections with the rest of the Caribbean Netherlands and beyond.

However, the change in legislation does not mean subsidized flights will automatically be introduced.

The main unresolved issue is funding. So far, no budget has been specifically allocated to subsidize the air connections. Without government funding, the new legal possibility cannot yet translate into lower ticket prices for residents and travelers.

More clarity could come on Prinsjesdag, September 15, when the Dutch government presents its 2027 budget and accompanying financial plans.

The publication of the amended BES Aviation Act therefore clears an important legal hurdle, but the next decisive step will be whether the Dutch government is prepared to allocate the money needed to make the public service obligation a reality.
