WILLEMSTAD – Curaçao's Council of Ministers has received a presentation on the "Start Memorandum: Spatial Economic Strategy (RES) 2040," a long-term planning framework titled "Better for Everyone" that aims to guide the island's economic and spatial development through 2040.
The initiative is being led by the Ministry of Traffic, Transport and Urban Planning (VVRP) in collaboration with the Ministry of Public Health, Environment and Nature (GMN) and the Ministry of Economic Development (MEO).
According to the government, the strategy is intended to establish a national framework for determining where future economic activities should be developed, what infrastructure will be required, and how these developments can be integrated into Curaçao's available urban space.
The introductory memorandum presented to the Cabinet outlines the island's current situation, explains the need for a comprehensive spatial economic strategy, and identifies the proposed focus areas and strategic direction. The initiative is aligned with the government's 2025–2029 Governing Program.
The presentation was attended by Dwigno Puriel, Secretary-General of the Ministry of VVRP; Luello Girigorie, Acting Secretary-General of the Ministry of Economic Development; and Sharlon Melfor, Secretary-General of the Ministry of GMN.
They were joined by Noricson Felipie, a policy advisor at the Ministry of VVRP, and local planning expert Jacques Heide, who delivered the presentation.
The government said the Spatial Economic Strategy 2040 will serve as a blueprint for coordinating economic growth, infrastructure investments, and land-use planning to support Curaçao's long-term development goals.
